Registration of the biometric passport of the citizen of the Republic of Uzbekistan
In accordance with the Decree of the President of the Republic of Uzbekistan dated June 23, 2009, No. UP-4117 “On measures to further improve the passport system in the Republic of Uzbekistan”, from January 1, 2011, a biometric passport of a citizen of the Republic of Uzbekistan was introduced in Uzbekistan.
The biometric passport of a citizen of the Republic of Uzbekistan is a document certifying the identity and citizenship of the Republic of Uzbekistan of its owner, both in the territory of the republic and abroad.
Based on the recommendations of the ICAO (International Civil Aviation Organization), the passport of the citizen of the Republic of Uzbekistan is issued with the following validity periods:
- from the moment of birth to the achievement of one year - for a period of two years;
- from one year to sixteen - for a period of five years. At the same time, the period of validity of a passport must not exceed the age of 16;
- from 16 years old - for a period of 10 years.
- In exceptional cases, a passport may be issued to a person for a period of 10 years who has not attained 16 years of age, if at the time of leaving the republic his age is over 15 years.
When a citizen travels to other countries for long periods, a passport may be replaced if it is valid for less than one year.
Passports with biometric data are made according to the established sample in accordance with the recommendations of the ICAO (International Civil Aviation Organization) and personalized using the Latin script in Uzbek and English, and for Karakalpak residents in Karakalpak, Uzbek and English. In addition to basic information, a number of marks are made in it. Among the main ones are marks on the military duty of the owner, registration or dissolution of marriage, residence permit or discharge, permits for going abroad, on crossing the State border of the Republic of Uzbekistan. The number of pages of the passport has been increased - at the expense of those where permissive visa marks are set for leaving the country and entering foreign countries. In addition, the photo in the new passport is printed by printing, instead of pasting, which increases its security from a possible fake.
The following citizens of the Republic of Uzbekistan can obtain a biometric passport in the overseas agencies of the Republic of Uzbekistan:
- those who left for permanent residence abroad and who are on the permanent consular registration in the foreign establishment of the Republic of Uzbekistan;
- who went abroad for business trips, study, treatment, to work under a contract for a period of more than six months and who are on temporary consular registration in a foreign institution of the Republic of Uzbekistan
Registration and issue of a passport is made in the following cases:
- exchange of a non-biometric passport for a biometric sample;
- reaching the age of 16;
- expiration of the passport;
- loss of passport;
- expenditure of pages intended for registration (discharge), special information or visas;
- damage to the passport form;
- birth of a child abroad;
- change of surname, name, patronymic, nationality, date of birth;
- departure from the Republic of Uzbekistan of persons under the age of 16;
- establishing inaccuracies and errors in the records;
- acquisition of citizenship of the Republic of Uzbekistan.
Citizens who have permanent or temporary registration at consular offices abroad submit the following documents for obtaining a passport:
a) for persons on permanent consular registration:
- application for issuing a biometric passport (Appendix No. 1);
- original passport and copy of passport;
- photograph size 35 x 45 mm (1 pc.);
- departure sheet (for CIS countries) (sample - Annex 2) or a sticker with the entry “Dimiy yashashga ketishga ruxsat berildi” issued by units of the UVViOG MIA of the Republic of Uzbekistan (Appendix 3)
- This document is not required if the passport contains a consular postmark of acceptance for permanent consular registration;
- a document proving the legality of a citizen of the Republic of Uzbekistan on the territory of a foreign state in accordance with the requirements of its legislation (visa, residence permit, temporary residence permit, relevant marks in a passport, certificates, etc.);
- receipt of payment of consular fees and actual expenses.
b) for minors who are with their parents on a permanent consular registration:
application for issuing a biometric passport;
- original birth certificate (for children up to 16 years of age and for persons who have reached 16 years of age at the initial registration of a passport) or passport (if available) and their copies;
- photograph size 35 x 45 mm (1pc.);
- originals of parents' passports for the initial registration of a passport and their copies. If it is impossible to provide a passport of one of the parents, it is necessary to provide the relevant document, in particular, a death certificate, marriage certificate or an extract (copy) from the court decision on the marriage dissolution, an extract (copy) from the court decision on the marriage marriage invalid, a certificate authorities recognizing one of the parents as missing or dead, documents that the child is being raised by a single parent and another similar document according to the laws of the country Hania;
- Leaf of departure or its copy, in which the applicant is inscribed (for CIS countries) or a sticker with the record “Dimiy yashashga ketishga ruxsat berildi”, issued by units of the UVViOG MIA of the Republic of Uzbekistan. This document is not required if the passport contains a note of acceptance for permanent consular registration;
- a document proving the legality of a citizen of the Republic of Uzbekistan on the territory of a foreign state in accordance with the requirements of its legislation (visa, residence permit, temporary residence permit, relevant marks in a passport, certificates, etc.);
- a notarized statement of a foreign parent about the absence of objections to the child receiving a passport of a citizen of the Republic of Uzbekistan if one of the parents is a foreign citizen;
- receipt of payment of consular fees and actual expenses.
If the parents are of different nationalities, in the “nationality” column of the application for issuing a biometric document, the applicant indicates the nationality at his discretion. Consul verifies the names of parents, their nationality on the birth certificate of the person.
c) for persons on temporary consular registration:
- For this category of citizens, passports are issued if they have gone abroad for a period of over six months on a business trip, to study, treatment and work under a contract and have issued a temporary trip abroad in the prescribed manner.
- Citizens who are temporarily abroad and are not registered with the consulate, in cases where it is necessary to exchange or obtain a passport, apply to the relevant consular office to receive a certificate of return to the Republic of Uzbekistan. application for issuing a biometric passport;
- the application of the institution or organization of the established sample in case of departure through the institution or organization; original passport and copy of passport;
- photograph size 35 x 45 mm (1 pc.);
- certificate from the place of study (indicating the dates of study with translation) or work (contract with translation);
- a document proving the legality of a citizen of the Republic of Uzbekistan on the territory of a foreign state (study or work visa, certificates or migration card for the CIS countries, etc.);
- receipt of payment of consular fees and actual expenses.
d) for minors who are with their parents on temporary consular registration:
For this category of citizens, passports are issued if:
- their parents, together with the child, went abroad for a period of over six months on a business trip, to study, treatment and work under a contract, and in the prescribed manner issued a temporary trip abroad;
- if the child was born in the host country after the parents went abroad;
- application for issuing a biometric passport;
- the application of the institution or organization of the established sample in case of departure through the institution or organization;
- original birth certificate (for children up to 16 years of age and for persons who have reached 16 years of age at the initial registration of a passport) or passport (if available) and their copies;
- photograph size 35 x 45 mm (1pc.);
- originals of parents' passports for the initial registration of a passport and their copies. If it is impossible to provide a passport of one of the parents, it is necessary to provide the relevant document, in particular, a death certificate, marriage certificate or an extract (copy) from the court decision on the marriage dissolution, an extract (copy) from the court decision on the marriage marriage invalid, a certificate authorities recognizing one of the parents as missing or dead, documents that the child is being raised by a single parent and another similar document according to the laws of the country Hania;
- a document proving the legality of the stay of parents - citizens of the Republic of Uzbekistan on the territory of a foreign state in accordance with the requirements of its legislation (study or work visa, certificates or migration card for the CIS countries, temporary residence permit, the corresponding marks in the passport, certificates, etc.) ;
- receipt of payment of consular fees and actual expenses.
Note:
The Decree of the President of the Republic of Uzbekistan dated January 5, 2011 No. UP-4262 “On additional measures to improve the passport system of the Republic of Uzbekistan” approved the Regulations on the passport system in the Republic of Uzbekistan.
The decree determined that the passport of a citizen of the Republic of Uzbekistan and the non-biometric sample identity card of a stateless person are valid until December 31, 2015.
In pursuance of the Decree, overseas agencies of the Republic of Uzbekistan since 2013. work was begun on the exchange and registration of biometric passports to citizens residing abroad and held on a permanent and temporary consular registration.
In this regard, as well as taking into account the fact that not all citizens abroad fall under the category of persons who, according to the legislation of the Republic of Uzbekistan, are issued biometric passports in foreign institutions of the Republic of Uzbekistan, the competent authorities of the republic decided to use the passport until July 1, 2018 citizen of non-biometric sample, if the period specified in it has not yet expired, as a travel document solely for the return of its owner to Uzbekistan, incl. transit through the territories of third states.
