The new issue of the “International Relations” journal for the readers
At the beginning of 2020, the second issue of the interdisciplinary scientific and theoretical journal “International Relations” (“Xalqaro munosabatlar”, “Международные отношения”) of the University of World Economy and Diplomacy (UWED) was published. It should be noted that this issue of the journal turned out to be very saturated both in terms of content and relevance of the topics raised. The issue is devoted to modern issues of foreign policy and foreign economic activity of Uzbekistan, as well as new trends in the regional development of Central Asia.
Sh.Abdullaev (Doctor of History, professor, head of the Center for International Economic and Political Studies at UWED), examined the conceptual foundations of Uzbekistan’s membership in the Turkic Council in an article entitled “Uzbekistan in the Turkic Council: common interests, opportunities and potential for cooperation”. A qualitative update of the foreign policy strategy of Uzbekistan under the leadership of President Sh.M.Mirziyoyev was marked by an important historical event - the entry of Uzbekistan into the Turkic Council as a full member. According to the author, “Historically, linguistically and civilizationally, Uzbekistan is part of the Turkic world. Recognizing its Turkic identity, Uzbekistan is deeply interested and ready for close geo-economic and humanitarian cooperation with the Turkic world without prejudice to third countries”.
With the liberalization of foreign economic activity of Uzbekistan and an increase in the need of the national economy for foreign investment, the issue of rethinking the country's investment policy is becoming more relevant. Such important topics are covered by an article by S.Voronin (Doctor of Economics, chief specialist of the Institute for Fiscal Research) and Sh.Shadmanova (Senior Lecturer at the Management Development Institute of Singapore in Tashkent) “Investment policy in international relations: opportunities and risks for the economy Of Uzbekistan ”.
S.Pulatova (Ph.D., associate professor of UWED) writes about the formation and modern development of cultural diplomacy of Uzbekistan, which notes the increased importance of this direction in the foreign policy of Uzbekistan. Recently, in the international scientific discourse, the debate about rethinking the role of the "cultural factor" in international relations has noticeably intensified. In our opinion, this is due, first of all, to a deep crisis of trust between states, and as a result to a search for mutual understanding through a cultural dialogue. In particular, the cultural diplomacy of Uzbekistan, which is becoming dynamic and comprehensive, is called upon to contribute to ensuring regional and international stability, strengthening trust and mutual understanding between peoples.
Under the heading “Problems of international law” there are have two interesting views on the burning issues of national and international legal development. G.Ismailova (Doctor of Law, Vice Rector for Science and Innovation of UWED) writes about the suffrage of women in the new Uzbekistan, analyzing current international experience and recent key changes in this area in the republic. N.Nodirkhonova (independent researcher at UWED) in her article analyzes the problem of combating corruption in the banking and financial sectors, proposes ways to improve legal mechanisms to increase the effectiveness of the fight against it, taking into account international best practices.
U.Khasanov, Ph.D., associate professor of UWED, head of the International Relations Department (“One Belt, One Road” in Changing Central Asian Economies) and V.Paramonov, Ph.D., Head of the Central Eurasia Analytical Group (“Relations between Russia and Central Asian countries: economic dimension”) write about the dynamically changing geo-economic landscape in Central Asia. Despite the difference in the topics studied, the authors come to similar conclusions, namely, thanks to the economic and investment opening of Uzbekistan and the intensification of regional economic cooperation, Central Asia opens up fundamentally new opportunities for implementing trans-regional projects.
In the section “Digest of Foreign Literature” N.Rakhmatullaeva (doctoral student at UWED, specialist of the Center for International Economic and Political Studies) in her article “The Central Asian Decade” analyzed one of the most significant publications on Central Asia abroad over the past years - a series of articles entitled “Geopolitical Games” Powers in Central Asia” by the Italian Institute of International Political Studies. An attempt is made to examine the trends in the development of the international political situation in Central Asia from a fresh perspective, which, unfortunately, is not always characteristic of the Western expert and analytical community. Well-known specialist on the region E.T.Ambrosetti puts forward a noteworthy thesis that we live in the “century of Asia” and perhaps the next decade will become known as the “decade of Central Asia.” Of course, to implement such a scenario, the author cites several important internal and external conditions, however, the very formulation of such a question makes us look at the future of Central Asia with a completely new perspective.
The following articles are devoted to important theoretical issues of international relations: “Theoretical concepts of the competitiveness of the national economy” G.Sultanova (Ph.D., senior lecturer of the “International Economics” department) and “Praemonitus, praemunitus: assessment of the ethical dimension of the globalization of science and technology” F.Sattarov (Ph.D., associate professor, Department of Social and Human Sciences, UWED).
In the section “Tribune of a young researcher” of the journal, Z.Asatullaeva (doctoral student of UWED) writes an article on “Multilateral development banks in the system of international economic relations: features of functioning and prospects for cooperation with the Republic of Uzbekistan”.
