About Parliamentary elections
Parliamentary elections in a democratic society are the main means for the formation of representative bodies of power. Citizens elect deputies who are obliged to represent their interests, are responsible to them. In the modern world, when the state becomes too vast, there is a need for a Parliament-a centralized authority in which representatives of different districts gather, defending the interests of local residents who elected them as deputies. Over the centuries of existence of democratic States in Europe have developed sophisticated norms and principles of electoral procedures. The rules by which parliamentary elections are held in the country are determined by the existing system. There are two main electoral systems – majority and proportional.
The majority system provides for the victory of the candidate who received a simple majority of votes, regardless of the score with which he defeated the opponent. That is, each constituency nominates to Parliament candidates on the party list or one candidate who won the elections in this constituency.
The proportional system is the most equitable, parliamentary seats are distributed among the parties in proportion to the number of voters in the country as a whole. In other words, the whole country thus represents a single constituency, and outsider parties, inferior to major movements in individual districts, have the opportunity to be represented in Parliament.
Elections of deputies to the Legislative chamber of the Oliy Majlis and regional, district, city Kengashes will be held in Uzbekistan on December 22. The procedure will be carried out in accordance with the new Electoral code. Parties now have the right to nominate candidates in all 150 constituencies.
The elections will be held according to the proportional electoral system. They will be attended by five political parties officially registered in the country.
Currently, the Democratic party "National revival" (Milliy tiklanish), the people's democratic party (PDPU), the liberal democratic party of Uzbekistan (UzLiDeP), the Social democratic party "justice" (Adolat) and the Environmental party function in Uzbekistan.
In this regard, I would like to highlight important innovations in the electoral legislation. In particular, the Institute of quota of Deputy seats for representatives of the Environmental movement of Uzbekistan in the Legislative chamber of the Oliy Majlis was excluded. The participation of all 150 deputies of the Legislative chamber in the national elections is fixed. Thus, the country has created a healthy inter-party competition with equal conditions for all political parties and every political party can nominate a candidate.
The electoral code also provides for a Single electronic list of voters of the Republic of Uzbekistan, which is a state information resource containing information about citizens-voters, addresses of their permanent and temporary residence. The main purpose of the Unified electronic voter list is the implementation of the most important principle of equal suffrage, which is expressed in the fact that every citizen participating in the elections has one vote. The electoral code introduced a single ballot for voting on election day, including ahead of schedule, and accordingly abolished the concept of "electoral list".
